In a pan, mix milkmaid, water, and sugar, and cook it until it thickens. Once it thickens, add cocoa powder and butter, and keep stirring on low heat until the mixture starts to leave the sides of the pan. When the mixture starts to leave the pan, transfer it to a plate and shape it into small balls. Now, coat these balls well in dry coconut powder. The coconut toffee is ready.
